On August 11, 2026 the hospital provided notice to ONA regarding lay-offs as per article 10.08 f) i).
The hospital’s planned reductions by unit at this time are as follows. If eligible staff accept an early retirement allowance these numbers may be further reduced.
- A3 – 7 FT
- A4 – 3 FT, 4 PT
- ACE – 3 FT, 2 PT
- B2 – 2 FT, 2 PT
- C4 – 5 FT, 3 PT
- D3 – 6 FT, 2 PT
- D4 – none
- DSU – 1 PT
- MBU/postpartum – 2 FT, 2 PT
- MH – 5 FT, 4 PT
- Obstetrics Clinic – 1 PT
- Park Place – 3 FT, 2 PT
- POAC – 2 FT, 3 PT
Retirement Allowance Packages:
If you are eligible and on an affected unit within the effected classification (RN) then the hospital has released notice of retirement allowance packages. For more information see Central Agreement Article 10.14 b)
The hospital is considering transferring retirement allowances straight into RRSPs if requested, please reach out to workforce@qch.on.ca if you want more information regarding this option.
You don’t have to start drawing from your HOOPP pension if you accept the retirement offer.
Upon acceptance of your retirement offer, your employment with QCH will end in January 2027. There will not be an option to go directly casual. You will have to explore applying for jobs as an external candidate if you are interested in working at QCH again.

Bumping:
Individual lay-off notices will be going out some time mid-September. We are currently following up with the hospital regarding what this process will look like.
Individuals that receive lay-off notice will be entitled to their options under Article 10.09 b) ii)
Those individuals can also accept a separation allowance Article 10.14 c) during the four-month notice period.
Please note that if you accept the lay-off, any internal job postings will first go to nurses actively working (FT PT casual) before being offered to staff on lay-off.
If you elect to bump you can bump the least senior person of the same employment status as yourself (e.g., FT to FT, PT to PT) in any classification (CF, CNS, NP) on a Unit provided you meet the requirements of the position. If you are PT you would bump the least senior PT person in on a Unit in the classification you select regardless of whether there FTE is lower or higher than your current FTE. Seniority will be captured on a specific day in a “snap shot”
Probationary nurses will be laid off first, as a nurse on probation you will not get to bump to a different unit as probationary nurses don’t have seniority under the collective agreement.
Casual nurses will not be allowed to work while nurses are on lay-off – nurses on layoff who express an interest in picking up occasional vacancies (i.e., vacant shifts) will have priority when picking up vacant shifts
We understand that the hospital has put a freeze on nurses going casual at this time in consideration of the layoffs.
The Hospital has said that if casuals can't pick up shifts due to the layoff process, they won't be penalized or let go during that time, as long as they are bidding on shifts and providing availability
If a nurse bumps into a unit that didn’t receive lay-off notice, early retirement packages will then be extended to the eligible nurses on that unit,
If you are on short term disability, LTD, maternity or parental leave when notice is given you will not receive your 4-month notice period until you return from your leave.
Supernumerary nurses (IEN and NGGs) will be cut from the unit first; however, this will not occur until January 2027 at which time supernumerary nurses will already have either secured a job or moved into casual status. (Central Agreement: Appendix 7 Letter of Understanding Re Supernumerary Positions).
Transfer opportunities have now been filled; you can still be bumped out of your transfer opportunity if you are the least senior nurse on the unit.
January 2027 – 4 months after the individual notice all of the bumping, lay-offs and retirements will “resolve” and individuals will move into their new positions or whichever layoff option they choose.
